It operates within the Municipality and urban area borders, and it inspects 1/1000 scaled zoning practices. It ensures integrity in coordination and practice, and effectiveness of services conducted. It investigates violating practices within the framework of the legislation in force, and ensures the legal action is taken. Besides, it evaluates complaints and requests of citizens. It creates views and suggestions for implementation. It works for development of the legislation. It prepares town planning implementation plans. The directorate allows and inspects zoning. It takes legal actions against unlicensed construction. Apart from these; the most important duty of our Directorate is to work considering “Public Weal” principle to make Ümraniye a district which is rapidly developing and growing at a short notice, gaining importance with its transportation connections and service functions; and a district which will have become a healthy, orderly are with completed infrastructure, and a planned model district in the future; and to work for the purpose of deleting the image of the district mostly with shanties and unlicensed buildings; and while providing the current population better life conditions, we target at handing down clean and healthy living environments for the next generations. The Directorate of Town Planning and Urban Development is consisted of Chiefdoms of Planning and Map, as well as Town Planning Affairs. At these chiefdoms; zoning status is granted, Grade-Cross Section direction is given, licenses are issued, plans and plan controls are made along with plan modifications, approvals of layout plans. Subdivision works in accordance with the Law No. 2981, delivering individual title deeds, settlement of requests coming from citizens and official institutions, settlement of transportation problems, determination and implementation of such public areas as parks, parking lots, schoolyards, etc.
