With the adoption of the motion that was prepared by the Members of Parliament of AK Party in response to the “Draft Omnibus Bill” discussed in the General Board of the Turkish Grand National Assembly on 08.09.2014, a new article was created. In this regard, the district borders of Ümraniye and Ataşehir in İstanbul were re-set and it was communicated to the press members that the O-4 and E-80 Highways were determined as the border between the two districts.

The district borders of Ümraniye and Ataşehir were determined within the scope of the “Law on the Establishment of Districts within Metropolitan Municipalities and on the Amendment of Some Acts” dated 06.03.2008 and numbered 5747. As per the 18th paragraph of the 1st Article of the Law numbered 5747, it was decided to start the border of Ataşehir in the south of Ümraniye and the O-4 and E-80 Highways, being natural borders, were determined as the border between the two districts.

With this new arrangement, there were areas that were affiliated to Ümraniye from Kadıköy and from Ümraniye to Ataşehir. Since 2008 when the Law entered into force, any kind of works and operations regarding the parts affiliated to our district in the north of O-4 and E-80 Highways and municipality services have been undertaken by Ümraniye Municipality. The land registrations of those regions are at the Directorate of Land Registry of Ümraniye and the land registry works and operations are carried out by the same authority. Accordingly, the citizens residing in this region are registered as the voters of Ümraniye district.

 “As a result, the basis of considering administrative borders as natural borders as per the Law dated 06.03.2008 and numbered 5747 was taken into account. The O-4 and E-80 Highways were determined as the border between the two districts and since 2008, any kind of works and operations in the region that falls into north of O-4 and E-80 Highways have been undertaken by Ümraniye Municipality while the those that remain in the south of the border have been undertaken by Ataşehir Municipality. However, the fact that some statements that lead to confusion were used and the names of some neighbourhoods were not mentioned while creating the related article, posed a problem and controversy. Therefore, for eliminating these issues and for the continuity of the works and operations that have been maintained since 2008, the need for defining the neighbourhoods of the border, O-4 and E-80 Highways in the Law, in a more clear way that will not cause any uncertainty or controversy.

With the article that has newly been created and the adoption of the motion proposed by the Members of Parliament of AK Party in response to the “Draft Omnibus Bill” discussed in the General Board of the Turkish Grand National Assembly on 08.09.2014, the border between Ümraniye and Ataşehir districts is the O-4 and E-80 Highways as indicated in the Law dated 2008 numbered 5747, for eliminating any controversy regarding this issue and no new arrangement has been done and the statements that might cause any uncertainty and controversy in understanding have been cleared out.
